U.S. Lifts Long-Standing Arms Embargo on Ethiopia

​The United States Department of State has officially lifted the arms embargo on Ethiopia, ending a years-long restriction on the sale of defense articles and services. The Directorate of Defense Trade Controls (DDTC) announced the policy shift this week, marking a significant pivot in bilateral relations and a departure from the restrictive measures previously imposed on the Horn of Africa nation.

​Under the new directive, Ethiopia has been removed from the list of proscribed countries under Section 126.1 of the International Traffic in Arms Regulations (ITAR). This regulatory change paves the way for Ethiopia’s defense, police, and national security institutions to once again apply for the purchase of military equipment and technical assistance directly from U.S. suppliers.

​The embargo was originally instituted in late 2021 following the outbreak of the conflict in Northern Ethiopia. For nearly four years, the U.S. maintained a policy of denial for defense exports to the country, citing concerns over human rights and the humanitarian situation. The lifting of these sanctions suggests a recalibration of U.S. foreign policy in response to evolving security conditions on the ground.

​Despite the removal from the “proscribed list,” the resumption of trade will not be instantaneous or unconditional. The DDTC clarified that it has transitioned to a “case-by-case” review policy. This means that every license application submitted by Ethiopia for military hardware or services will undergo individual scrutiny to ensure compliance with U.S. national security and foreign policy objectives.

​Diplomatic observers note that while the decision facilitates a stronger security partnership, it remains a measured step. By reviewing exports individually rather than granting blanket approval, the U.S. maintains oversight over the types of technology entering the region, balancing its support for Ethiopian stability with continued monitoring of the country’s internal human rights landscape.
