“TOLO” Debuts to Streamline Ethiopian Expressway Payments

​In a significant step toward national digitalization, Ethio Telecom and the Ethiopian Toll Roads Enterprise (ETRE) officially launched “TOLO” today, April 9, 2026. This new digital payment system, integrated within the telebirr SuperApp, is designed to automate toll collections on the country’s high-traffic expressways. The inauguration ceremony, held at the Tulu Dimtu main toll station, was led by Ethio Telecom CEO Frehiwot Tamiru and ETRE CEO Mustefa Abasimel, marking the transition from manual, paper-based transactions to a streamlined electronic framework.

​The “TOLO” system utilizes Radio Frequency Identification (RFID) technology, allowing vehicles to pass through toll gates without the need to come to a complete stop. By enabling non-stop passage, the initiative aims to significantly reduce traffic congestion and travel time, which have historically been challenges under the manual payment method. According to officials, the system is currently focused on the Addis Ababa-Adama Expressway, where it will handle both standard service fees and traffic penalty collections through the telebirr platform.

​During the launch, CEO Frehiwot Tamiru emphasized that this partnership is a core component of the “Digital Ethiopia 2030” strategy. She noted that beyond traditional telecommunications, Ethio Telecom is committed to supporting the financial and transport sectors by providing cost-effective and convenient digital infrastructure. The introduction of “TOLO” is expected to enhance operational transparency and modernize the financial management of the nation’s road networks, aligning with international standards for smart infrastructure.

​From an operational perspective, Mustefa Abasimel of ETRE highlighted the shift toward efficiency, stating that the development of the “TOLO” software is a direct response to the need for technology-backed public services. To encourage rapid adoption of the new system, ETRE announced a 10% discount for customers who process their toll payments via the “TOLO” mini-app. This incentive is intended to migrate a large volume of commuters away from cash transactions, thereby reducing the administrative burden on toll station staff and minimizing human error.

​The event concluded with the signing of a formal partnership agreement between the two state-owned giants, cementing their future cooperation on digital projects. While the system promises increased speed and convenience, the institutions acknowledged that the success of the rollout will depend on consistent network reliability and user awareness. This collaboration reflects a broader governmental push to integrate digital solutions across all public utility sectors to foster inclusive and sustainable national development.
